/usr/pkg/etc/pkg_install.conf a symlink to /etc/pkg_install.conf :)

Yup, that was how I tested it...

I suspect that the proper answer is to always check /usr/pkg/etc/ pkg_install.conf, even if using the base system's pkg tools.
