I'm sorry for the late reply, been busy.

pax is not built during bootstrap, or when needed.

I can build and install packages as normal after bootstrapping, but
it's using my native gtar for everything. I guess this is not how it
should work?

Doing a bulk build still fails due to missing PREFIX/bin/tar.
