Why is this needed? And why isn't it enough to set this in /etc/ mk.conf?

Because code to generate HTML versions of the man pages was added and
enabled by default without considering how that might effect other users of bsd.*.mk outside src. I have no idea why it doesn't work to set it in
/etc/mk.conf.


Should the "pkgsrc" infrastructure set "MKHTML" to "no" until this has
been fixed?
