trouble with IMAKE packages in chroot under NetBSD



I'm trying to setup chroot for building packages under NetBSD.
I bootstrapped pkgsrc-2007Q4 and use native NetBSD's /usr/bin/make.

Many IMAKE packages fail like this.

   => Checking file-check results for ctwm-3.8a
   ERROR: ************************************************************
   ERROR: The following files are in the PLIST but not in /usr/pkg:
   ERROR:         /usr/pkg/man/cat1/ctwm.0
   *** Error code 1

Can anybody explain why this happens?
