multiple local distfile directories

I am using a system that has multiple local distfile directories.

Anyway to get pkgsrc to check each one before downloading?

I looked at MASTER_SITE_OVERRIDE but that looks like it will stop it from 
downloading if I don't have it. And I think that is a URL only.

This was caused by some using pbulk (which I don't use yet). I think the 
distfiles were in a chrooted directory. What is the best way to not keep 
separate distfiles directories?
