Patch for tcllib to bring it up to current release, aka tcllib-1.10

I just did this on a solaris box I run.  the patch is an ed style
diff, could someone with super powers(also know as commit bit) please
commit or tell me what I need to fix.  I think it needs a @comment in
the PLIST file but I was not sure how to do it and I am working on
work and wanted to not forget about this.
