For me, these settings work. Do you have a firewall or another port 
filter between you and the NetBSD server?

As an alternative, you may try:

    CVSROOT=":pserver:anoncvs%anoncvs.NetBSD.org@localhost:/cvsroot"

but for that, you need to allow port 2401.
