The PHP packages install two different php binaries, one in /usr/pkg/bin and the other in /usr/pkg/libexec/cgi-bin. The PHP CGI is located in the latter directory. Instead of the above, could you try running "/usr/pkg/libexec/cgi-bin/php -v"?
