libspectrum: updated to 1.6.4

1.6.4

* Add a beeper machine capability to the public API (Fredrick
  Meunier).

* Add libspectrum_tape_count() to the public tape API (Fredrick
  Meunier).

* Fix handling of TZX pure-data blocks with zero used bits.

* Fix ZX string token and graphics conversion (Fredrick Meunier, thanks
  C.Born).

* Fix tape insertion and state handling for empty tapes, avoiding null
  pointer dereferences (Fredrick Meunier).

* Disable libgcrypt secure memory (Sergio Baldoví).

* Fix writing recorded RLE pulse blocks as CSW files.

* Various minor bug fixes/improvements:
  * Optimise Z80 snapshot run-length compression and decompression
    (Fredrick Meunier).
  * Add unit tests for tape, timing, snapshot, RZX, file
    identification, utility, and ZX string APIs (Fredrick Meunier).
  * Improve Windows test static-library handling (Fredrick Meunier).
  * Add Dependabot configuration and update GitHub Actions dependencies
    (Fredrick Meunier).
