I have no opinion about DNS over HTTPS.

DNS over HTTP is not enabled automatically for me (in Japan).
And as far as I understand correctly, if Firefox try to enable
DNS over HTTPS, Firefox will display opt-out dialog box.
If you want to disable DNS over HTTPS like before, you can select not
to click "OK, Got it".
And you can disable/enable in Firefox's preferences page.

Of course, DNS over HTTPS can be disabled with the patch to firefox.js
by default (network.trr.mode=5).
