As others have said, "broken packages" may have a myriad of
reasons, so this list becomes rather meaningless.  As one
example, if you don't set X11_TYPE=modular, many, if not most of
the modular x.org packages in pkgsrc will fail to build on any
system.  Should we hold it as an "offense" committed by the
maintainer of the x.org packages, or shouldn't we instead thank
him for doing it in the first place instead?

I see further down in your message that "Top offenders" might
just have been an inherited language-related awkwardly worded
heading when put in front of list of maintainers.  I hope so, at
least.
