emacs/modules.mk should behave like the other frameworks (for Python, PHP, Ruby, ...)

In particular:

- build module packages for each supported emacs version

- replace FOR_*/NOT_FOR_* with EMACS_VERSIONS_ACCEPTED (already
  exists)/EMACS_VERSIONS_INCOMPATIBLE(missing)

- update mk/pbulk to handle it like php/python/ruby/...
