This was a transient problem with one of the builds in early 2024.
pkg_developer is a meta package, thus when one of its dependencies does
not build, for whatever reason, the package will also not be built.

As far as I can tell, it has been present in all newer package repositories.
Sorry we did not address the issue at the time.
