As I understand:

* Does the bug prevent building of the package? Then there can't be
a broken installed perl or binary package around with the bug, and
you don't need to bump the revision.

* However, if package building or installation succeed without the patch,
and only the installed perl fails... then we (and the target system
administrator) want to be able to distinguish the broken from the 
allegedly-fixed version, so we need to bump the revision.
