 The master site is
 http://download.sarine.nl/Programs/gmpc/11.8/
 and I see
 gmpc-tagedit-11.8.16.tar.gz    
 there.
 
 Can you please try again, perhaps it was a temporary problem?
 
 (Don't mind the webpage, it is just out-of-date about the version
 number. And the previous release was 0.20.)
