 You are using packages for NetBSD-6.1 on NetBSD-6.99.20. The packages
 were built against a NetBSD that has /usr/lib/libpcap.so.4 (6.1) while
 it now has /usr/lib/libpcap.so.5 (6.99.20).
 
 If you want to use the packages, the easiest method is probably to
 just extract the sets for 6.1 and copy the library you want there.
 
 I don't see this as a bug.
