 libutil.h isn't a part of glibc, its a part of the libbsd package[1] which
 looks like debians version of libnbcompat and from this[2] commit, this
 behavior is intentional so a bug report would get filed as "RESOLVED WONTFIX"
 or "RESOLVED INVALID".
 
 As for fixing the PR I think the best thing to do is to not use libutil.h
 or vis.h on Linux if they exist.
