 22-Oct-2018 21:00 UTC fails (MSI enabled in siisata_pci.c)
 
 Bingo.  Enabling MSI on siisata(4) (at least in the host system in which
 I have it) causes the failure to properly detect the disks attached to it.
 
 So,
 
   src/sys/dev/pci/siisata_pci.c r1.16 works
   src/sys/dev/pci/siisata_pci.c r1.17 (and later) fails
 
 For my next test, I'll try building netbsd-9/amd64 with just siisata_pci.c
 rolled back to r1.16.
