 Of course nobody really cared because in practice it just worked.
 
 It started to be wrong when enforcing DAD.
 It is so well-known to be wrong that people invented optimistic DAD
 to reduce the extra delay, but so far only for IPv6. DAD on IPv4
 seems to be less common.
