Confidential field (sent to netbsd-bugs only for now)

Sometimes I see the following:

>       Note: There was a bad value `' for the field `Confidential'.
>       It was set to the default value of `yes'.

As for instance was the case for PR post-i386/45632.  I think that
either one of the message or script is buggy, as the field ends up with
the value 'no'.

The PR can still be queried by number via the HTTP
interface, and its initial and followup messages also still get shown
on the bug mailing lists...
