This issue is a political hot potato. Whichever way it's made to work it
invariably aggravates a lot of people, and any change aggravates that many
more. If you really want to try to change it, please post on tech-userlevel
and try to form a consensus. If a consensus can be reached (which does not
mean "shout everyone else down") then we can think about changing it.
