At the end of the NetBSD installation process, when setting the root
shell, sysinst reports:

  Status: Running
  Command: chpass -s /bin/sh root
  /etc/master.passwd: entry root inconsistent expire
  chpass: /etc/master.passwd: unchanged
  Command failed
  Hit enter to continue

I've run into this both in qemu and on physical hardware.  Probably
fallout from the time_t change.
