Log Message:
gnats: Submit mail to gnats with MIME charset set to UTF-8.

Not sure gnats can do anything with it, but the input has been
declared as UTF-8 in the form and verified to be valid UTF-8 as
received at this point, so let's help tag it along the way in case
gnats can do something with it.
