quarterly: Relabel "old" package sets as "non-current"

The point is that the sets for pkgsrc-current or NetBSD-current do not
meet the "ok to be on server" rules, but not because they are old.
These rules describe what is allowed to be on the server, and old is
part of it, so deemphasize that.  No change in policy (and hence not
discussed); just avoiding misreading.
