Canonicalize gnats PR URLs.

Exception: we have one HTML form targeting query-pr-single.pl.
Without JavaScript, I'm not sure HTML forms can be convinced to go to
the canonical URL, where the number input is sent as a path component
rather than as a parameter in a query string.
