Log Message:
Switch back using index.xml for current year news

Generating a dynamic "index.xml" ends up with:

 I/O warning : failed to load ".../htdocs/changes/index.xml": No such file or directory

...when doing `make autolayout.xml` and having .xml that gets generated
and removed can make possible debugging/editing harder.
