Also (automatically) install cgi-bin-s for gnats.NetBSD.org similarly to the
ones installed in BINDIR.

Similarly to {,NOEXEC}TARG that installs scripts in BINDIR for www.NetBSD.org
introduce GNATS_{,NOEXEC}TARG to install scripts in GNATS_BINDIR for
gnats.NetBSD.org.
