Add a note about updating <webpage id='...'> attribute when moving
changes/index.xml to changes/<previous year>.xml.

<webpage> `id' attribute needs to be initialized as `changes-<previous year>' so
that links in `Latest News' section in htdocs/index.html can be properly
generated.
