Log Message:
Adjust older <webpage> `id' attribute to be of the changes-<file> form, i.e.
changes-201[1-7] for 201[1-7].xml.

share/xsl/changes.xsl extracts the <file> part and this is then reused to
populate the `Latest News' section in htdocs/index.html. Now that we also
possibly pick up previous year news entries the anchors can also need the
<file> part (when the `<file>' != `index').
