Log Message:
Use the sandbox script to chroot rather than invoking chroot directly.
pbulk defaults to using a user named pbulk, mk/pbulk/pbulk.sh will automatically create
the user on NetBSD & FreeBSD but useful for clarifying on users on other OS.
Reword configuration fragment section.
