Interim fixes until this document will be merged into the NetBSD Guide:
- sort questions per usual expected operations
- just refer to existing sections in the NetBSD Guide in most questions
- remove several obsolete or duplicated entries
- fix URL to fetch a file directly rather than via cvsweb
- remove specific problem sections which should be covered by src/UPDATING
