(BTW links in Gnats page still point to /Misc)

I thought it could be worth to have a direct link to
"Details about the bug and problem reporting system" docs
from top as before.

send-pr.html also contains links to query-pr and sendpr.cgi forms
as "a two-step process" on submitting a PR.
