Log Message:
Move the "The latest formal release is ..." sentence from middle of
paragraph up to be a line by itself (still in same section).
Hopefully this will make it easier for someone quickly scanning
this webpage to know what the last release number is.
(This was prompted by an email from Pavel Hroza to www@ list.)
