Log Message:
Improve the description of the HAL project to list details about devmon and
make it more generic (not only "port HAL").  It should be moved out of the
GNOME section, but as I'd rather move it to the SoC page I don't care too
much at the moment ;-)  Now looking for mentors...

Thanks to mkirby@ and freza@ for their help.  Most of the new text has been
written by them.
