List wrstuden@ and dillo@ as mentors for the ext3 project.

Move the kernfs/procfs rewrite project to the non-SoC projects list as
wrstuden@ cannot mentor it.  I'm listing me as a point of contact, though,
but not as a mentor for SoC.
