Add descritions for EXTERNAL_TOOLCHAIN and TOOLCHAIN_MISSING variables,
used to drive toolchain usage, as well as link to the share/mk/bsd.README,
where original descriptions resides. Requested by <mrg> in tech-toolchain@
and then by <hubertf> on www@.
