Log Message:
Added the web.prefs.mk file, in analogy to the pkgsrc/mk/bsd.prefs.mk
file. That file contains the default preferences for htdocs and includes
${MAKECONF}. It is used in both doc.docbook.mk and web.site.mk. Further
comments can be found in the files proper.
