Well, <leaglnotice/> has been used scince netbsd.xml rev. 1.2 (2003/05)
and later was removed after chap-licence.xml was merged into ap-ack.xml
(2005/04). Thus, all licenses becomes out of <legalnotice/>.

In any case, there are no more needs to chunk out legalnotices.
