How else is a simple 'make' in htdocs/ supposed to generate
bg/Releases/formal-2.0/NetBSD-2.0.html from NetBSD-2.0.xml? How is 'make
clean' supposed to work from within htdocs/?

Ok, you got me there :). I have never used this target (or 'make update'
or 'make diff') :). If I change a file I simply include it in
'cvs commit ...'.

The obvious workaround is to include ${l}/index.html only if it exists.
