Resync main russian index page with ruNetBSD repo. Major changes are:
  - Update and improve short central NetBSD description.
  - Add few missing links at the left quick-link column.
  - Improve translation of various link names.
  - Resync HTTP mirrors list with english original.
  - Fix copyright notice.
  - Convert to UTF-8 encoding.
  - Reindent and cleanup a bit; add ruNetBSD tracking headers.
