Log Message:
Add a perl script that processes pkgsrc/doc/CHANGES and generated
htdocs/Changes/pkg-changes.html and htdocs/Changes/pkg-changes-bypkg.html

This is basically a reimplementation of what changes2html does and is
obviously based on this script.  However, it seems that with different
formats in src/doc/CHANGES and pkgsrc/doc/CHANGES it's easier to keep
these two functionalities apart for ease of maintenance.


To generate a diff of this commit:
cvs rdiff -r0 -r1.1 htutils/changes/pkg-changes2html
