Regarding to <para> I thought the proper way was:
  <para>
    paragraph here
  </para>
   
And that's how I indented chap-boot.xml, as you saw.
   
I did it because of the example present in:
http://www.netbsd.org/guide/en/ap-contrib.html#ap-contrib-xmltemplate
   
IMO, we should change that too and if possible provide some guidelines 
as your commit message says, what do you think ?
