Totally agree.  But you need to strip "$" from the original RCS tag;
otherwise CVS will replace them.  Also, for consistency, it would be
better to add "Based on:" right below the RCS tag of the translated
file following the format in
http://www.netbsd.org/developers/translate.html, IMO.
