Add any translations Changes/index.* files to the list of files updated,
so that 'makeindex.sh' uses an up-to-date file to generate the index-news
from.  Hopefully this helps with the recent problems we've seen.
(Of course, this assumes that any existing {lang}/Changes/index.* is up
to date.)
