Log Message:
Add a script to parse localsrc/admin/new-developers/status and generate
some HTML suitable for inclusion in htdocs/Changes/index.list
The script is intended to be run on the first of a month, checking the
status file for any accounts activated during the last month.


To generate a diff of this commit:
