Log Message:
admins@ complained that they receive a large number of PRs that have
nothing to do with admins@.  In fact, virtually *all* PRs filed for admins
were in error.  Thus, take 'admins' out of the drop-down list for PRs
submitted on the web.

In order to prevent the next in the list ('bin') to receive large numbers
of wrong PRs, require that people submitting PRs actually consciously
choose a category.
