Initial commit. Imported from <ftp://ftp.astron.com/pri/bylaws.html>. No
edits. Next commit will add RCS ID. Third commit will include HTML vali-
dation and any needed markup correction, with no content changes. This
is being added rather than imported because this will now be the authori-
tative copy.
