Log Message:
For organizations sake - _temporarily_ remove DOCTYPEs from files in the
Ports directory.

All files in htdocs now with DOCTYPEs (ie; everything other than the Ports
directory) are HTML compliant, have had their missing attributes filled in,
have had their initial check for text browser compatability, etc etc.
