Log Message:
Add in monthly (for all currently visible months) entries for Alistair's
"Changes to the Packages Collection ..." mails.  Also include pointer to
daily updated pkg-changes.html, just so people know it exists.

Had a talk with somebody describing exactly what it is, and saying that
there should be something like that on the web page.  Told him there was,
and it turns out he only clicked links from the front page and was brought
to the anchor and only skimmed the news entries.  I imagine many people
have never seen the top of Changes, we should note that existence of those
changes to specific areas links better. :/
