Anybody can submit changes and additions, only those with developer's
accounts can add them.  Contributions are always welcome though. :)

Placement can be handled by the www-team, and things can always be
xref'ed. :)

The easiest way is to submit a diff to www@netbsd.org.

Further correspondence on this subject should be pointed toward www@,
www-changes@ is mostly for commit logs and discussion on them. :)
